POSITION PROFILE

The University of Wisconsin-Stout,Wisconsin’s Polytechnic University, invites applications and nominations for candidates to serve as the eighth chancellor in the institution’s 128-year history. UW-Stout seeks a forward-thinking chancellor with the capacity to lead a vibrant institution within a large and dynamic public higher education system. The chancellor is the chief executive of the institution and is responsible for administering UW System Board of Regents policies under the coordinating direction of the president of the UW System. The chancellor is accountable and reports to the president and the Board of Regents on the operation and administration of the institution. A passion and belief in the institution’s polytechnic values, and the ability to embrace and fully articulate those

UW-Stout has a long and rich history of providing a distinctive array of innovative programs that produce graduates who are prized in the workforce. The six-month post-graduation employment rate for UW-Stout graduates is 98.7 percent, with 87 percent of graduates working in their field of study. By the time they graduate, 89 percent of students participate in experiential learning such as a co-op experience or an internship. The university’s 8,748 students, supported by 489 faculty and instructional academic staff and 914 non-instructional staff, can select from 50 undergraduate programs, 19 master’s degree programs and three advanced degree programs: Ed.S. in Career and Technical Education, Ed.S. in School Psychology and Ed.D. in Career and Technical Education.

The university is on a beautiful campus in Menomonie, situated in western Wisconsin, 60 minutes east of Minneapolis-St. Paul on Interstate 94. A strong commitment to uphold Wisconsin’s traditional practice of shared governance with faculty, staff and students is critical. HISTORY OF THE UNIVERSITY

UW-Stout is listed as one of the top regional public universities in the Midwest by U.S. News & World Report and since 2007 has been designated Wisconsin’s Polytechnic University and is accredited by the Higher Learning Commission of the North Central Association. The university is a leader nationally in distance education, and UW-Stout’s undergraduates enjoy the use of a laptop through the eStout program funded by student fees. The polytechnic university is one that combines applied learning with a liberal arts education to provide active learning environments, promote student-centered teaching and educational innovation. Applied learning incorporates tools to evaluate, create and shape human comprehension and emphasizes “real world” and “hands on” learning experiences. At UW-Stout, there are three times more labs than classrooms. A focus on a liberal arts approach develops critical thinking, complex problem solving, communication and leadership skills while introducing students to a variety of academic disciplines. Only 3% of U.S. universities are considered Polytechnics and UW-Stout is uniquely positioned because of the blend of scholars from the humanities, arts, sciences, education, and helping professions who work closely with students to ensure the student isn’t just prepared from a career and technical perspective; UW-Stout aims to educate the whole student.

To further help students choose their exploration of careers, UW-Stout has created a system in which students can easily browse majors by visiting six career clusters: 1. ART, DESIGN & GRAPHICS 2. BUSINESS MANAGEMENT 3. EDUCATION 4. HUMAN SCIENCES 5. INFORMATION TECHNOLOGY&COMMUNICATIONS At UW-Stout, 89 percent of graduates engaged in an experiential learning. These are defined and required programs that include: Capstone courses, Co-ops/ internships, practicum, service learning, student teaching, field experiences, study abroad, and student research. UW-Stout is also a leader in credit transfer agreements with the technical colleges. Nearly one-third of our undergraduates have transferred from another institution, and in 2017, UW-Stout had more than 1,000 freshman transfer students from Wisconsin. At present, UW-Stout has 131 articulation agreements with other institutions, including 115 within the Wisconsin Technical College System, 13 in Minnesota and three in Illinois. 6. SCIENCE, ENGINEERING & MATH

UW-Stout won the Malcolm Baldrige National Quality Award in 2001 and holds the distinction of being the first-ever higher education recipient of the prestigious award. In 2001, President George W. Bush bestowed the honor. During his speech, he said, “An organization needs a good idea and a good product or a good service. It certainly needs a good strategic plan. But more than anything, it needs good people -- men and women of integrity, who understand their duties to each other and to the public interest.” The Baldrige Award is given by the President of the United States to businesses — manufacturing and service, small and large — and to education and health care organizations that apply and are judged to be outstanding in seven areas: leadership, strategic planning, customer and market focus, information and analysis, human resource focus, process management, and business results. The Baldrige Quality Award is responsible for making quality a national priority and disseminating best practices across the United States. Based on the Malcom Baldridge criteria, the next chancellor will benefit from the structures and processes in place at UW-Stout. UW-Stout has an operating budget of approximately $205million and an additional $62million in assets managed by the Stout University Foundation. The campus has 125 acres; 25 major academic and administrative buildings; 20 residence halls and 235 laboratories.

The UW System designates UW-Stout as a special mission institution, forged from the heritage of its founder, Senator James Huff Stout, a Wisconsin industrialist. Stout believed that people needed advanced education to prepare them for America’s developing industrial society. To implement this vision, Sen. Stout founded a private institution called the Stout Manual Training School in 1891. In 1908, the training school was renamed Stout Institute, and following Sen. Stout’s death became a public institution. The Stout Institute received teacher-training accreditation in 1928 with programs centered on industrial arts and home economics. In 1932, Stout was accredited as a college and received Master’s degree accreditation in 1948. The campus became Stout State College in 1955 and Stout State University in 1964. In 1971, UW-Stout became part of the UW System when a state law combined its two public university systems under one Board of Regents. In 2007, UW-Stout received designation as Wisconsin’s Polytechnic University.

ORGANIZATION OF THE UNIVERSITY

UW-Stout is organized into three administrative divisions: Academic Affairs, Administrative and Student Life Services and the Chancellor’s Division. These divisions then are subdivided into various departments. Within the Academic Affairs Division, students attend one of three colleges: 1. COLLEGE OF ARTS, COMMUNICATION, HUMANITIES AND SOCIAL SCIENCES 2. COLLEGE OF EDUCATION, HOSPITALITY, HEALTH AND HUMAN SCIENCES 3. COLLEGE OF SCIENCE, TECHNOLOGY, ENGINEERING, MATHEMATICS AND MANAGEMENT A unique element at UW-Stout is the Program Director model and advisory committee structure, and they are key factors in the success of the career-focused majors. The program director is the assigned point of contact for an academic degree, with a leadership role for all aspects of the academic program. In consultation with various campus stakeholders,the programdirector oversees the coordination and administration of the program, including planning, organizing, staffing of program courses in coordination with the department chair, and program activities. The term “matrix model” is often used to reference the intersecting roles/relationships across various campus leadership structures to foster quality curriculum and student success.

SHARED GOVERNANCE AND ACCOUNTABILITY

UW-Stout values its tradition of shared governance. Our chancellor and other key administrators work closely with faculty and staff to ensure the governance system operates effectively and collaboratively, according to Chapter 36 of the Wisconsin Statutes and Board of Regent Policy. The governance structure specifies the responsibilities and powers of the Board of Regents in governing the system, faculty, staff and student roles in shared governance, faculty appointment and tenure rights, academic staff appointments, administrative staff participation in governance, and other aspects involved in the administration of the UW System. The chancellor of UW-Stout must have a commitment to shared governance at all levels in the decision-making process. Pursuant to Wisconsin statute, 36.09(3)(a); “The chancellors shall be the executive heads of their respective faculties and institutions and shall be vested with the responsibility of administering board policies under the coordinating direction of the president and be accountable and report to the president and the board on the operation and administration of their institutions. Subject to board

policy the chancellors of the institutions in consultation with their faculties shall be responsible for designing curricula and setting degree requirements; determining academic standards and establishing grading systems; defining and administering institutional standards for faculty peer evaluation and screening candidates for appointment, promotion and tenure; recommending individual merit increases; administering associated auxiliary services; and administering all funds, from whatever source, allocated, generated or intended for use of their institutions.” UW-Stout also holds itself accountable to the citizens of Wisconsin, and to its students and their families. Each UW System institution publicly reports a range of measures that include student success, contributions to economic development and the health of the communities we share, our financial resources and operational excellence. In addition, we monitor a wide range of key performance indicators linked to our strategic goals that help to guide the university’s decision making and financial investments.

BUSINESS AND INDUSTRY PARTNERS

STUDENT INVOLVEMENT

Collaboration with partners is central to UW-Stout’s polytechnic designation and success. As a polytechnic university, three tenets drive the institution: career focus, applied learning and collaboration with business, industry and other educational institutions. Partners employ students, support co-op, practicum, and internship experiences, serve on advisory boards to guide curriculum, benefit from the Discovery Center outreach services, or support through donations. 750 plus employers attend career conferences, and over $2 million in corporate donations have been received since 2017. For every dollar invested in UW-Stout, taxpayers receive $3.50 in economic contributions. An impact study commissioned in 2016 found that as a whole, our university contributes $271.8 million per year to the regional economy.

Student success inside the classroom and outside in the community is of great importance at UW-Stout. Students discover their passions and learn real-world skills at UW-Stout, and students get to know their professors just as much as their friends and neighbors in the friendly community. Students are encouraged to participate in student government, 50 intramural and sport clubs, and with over 160 student organizations to choose from, there is something for everyone. From spiritual organizations, to political groups, to special interest groups that let students share a passion or hobby, the opportunities are endless. The Memorial Student Center is one of the hubs for dining, student involvement, and various campus events. Merle Price Commons is another such hub on campus. UW-Stout competes in 18 varsity sports in the Wisconsin Intercollegiate Athletic Conference (WIAC). The WIAC has won more National Championships than any other conference at the Division III level. Four hundred fifty student-athletes compete for the pure love of sport and competition with no athletic scholarships and for the 2017-2018 school year the average student athlete grade point average was 3.203.

STOUT UNIVERSITY FOUNDATION

The Stout University Foundation began in 1962 with a handful of visionaries who awarded two $100 scholarships after a fundraising campaign selling commemorative buttons during homecoming week. Today, thanks to the generosity of alumni, university friends and industry partners, the foundation is able to award over $790,000 in student scholarships and provide more than $1.2 million in direct support to the students, faculty and academic programs at UW-Stout on an annual basis. The Stout University Foundation is guided by a 30-member board from around the United States.

In May 2016 , UW-Stout embarked on its first comprehensive campaign in its 128-year history: Pathways Forward - Lighting the way to a future paved with possibilities. This goal was to raise $35 million by June 2020. The campaign has been hugely successful and to date has exceeded the initial goal and a stretch goal of $40 million has been set. Three initiatives were outlined for the campaign: student experience, learning environments and program innovation. Within each pathway lies many individual initiatives to accommodate the needs of our students and passion of our donors.

The chancellor will join a community that is passionate about UW-Stout’s Polytechnic Mission and its unique place in the landscape of higher education. Rigorous, dynamic academic and experiential programs led by an engaged faculty and staff foster lifelong relationships among students, staff, faculty, alumni, parents, and friends. The warm collegiality of the community, the beauty of the campus and of its natural surroundings, and the deep loyalty of the almost 70,000-person alumni base are all sources of enormous pride for the university. Among the most important priorities for the next chancellor are: The chancellor will provide visionary leadership, a strong academic perspective and ambitious long-range strategic planning skills to develop and grow an outstanding academic enterprise in areas that are a natural extension of UW-Stout’s strengths. The chancellor will advance shared strategic goals for the institution by relying on transparent processes, consensus building, and strong internal and external communication skills. The chancellor will also offer an inspiring voice for the vision and will preserve and enhance the traditions and culture of UW-Stout, while being thoughtful and willing to take calculated risks. The chancellor will be able to identify strong talent to build university leadership and will seek innovative and dynamic approaches to tackling the challenges posed by a rapidly changing higher education landscape. UW-Stout is committed to fostering a diverse faculty, staff, and student population and offering a welcoming and inclusive living, learning and working environment. The chancellor will play a central role in signaling to the university community the ongoing importance of recruiting and retaining a diverse student body, faculty, and staff. In addition, support systems must be bolstered and sustained to serve the community and the chancellor will need to find innovative ways to increase and support diversity, equity and inclusion, including creating inclusive spaces for students, staff, faculty, and the community as well as infusing ongoing and structured development opportunities for students, staff, and faculty on cultural competence. DIVERSITY AND INCLUSION

The chancellor must have a firm understanding of enrollment management issues and national demographic trends and seek to ensure stabilized enrollments for the university. UW–Stout, on average, draws the majority of its students from Wisconsin and Minnesota that will see a decrease in high school graduates over the next few years. UW-Stout has been a leader in innovative online and distance learning programs and encourage transfer opportunities from a variety of learning programs. The next chancellor will be innovative and entrepreneurial to enrollment management to ensure that programs remain competitive and relevant, have a broad and global reach, and utilize an appropriate variety of modes of curriculum delivery to ensure the greatest potential for success. The chancellor will take a lead in assessing current efforts and developing new strategies in marketing the array of professional and liberal arts programs. The chancellor will also ensure that issues of retention and student success are appropriately considered and that resources for success are readily available to students, staff and faculty.

The chancellor will have a positive, personable, engaging and highly visible presence on campus and in the community and must be prepared by experience and temperament to work closely with the entire community. The chancellor will play an active, engaged, and transparent role among the faculty, staff, and students of the university and will need to represent the entire university successfully and effectively, while working cooperatively to advocate for the university with other chancellors and university administrators. The chancellor will have the capacity to ask thoughtful questions, listen carefully, shape discourse, be accessible, and foster the well-established culture and practice of shared governance. Supporting faculty and staff and honoring their central and significant contributions to the university will be crucial. Modeling and encouraging transparent decision- making ensure trust and nourish the spirit of mutual respect. The chancellor will also network successfully with outside constituencies, including local community leaders, legislators, and national policy advisors, as well as staff, faculty, and administrators across the university system to strengthen partnerships, both internal and external. Community and service are integral to UW-Stout’s future growth and continued success. The new chancellor’s ability to increase collaboration and build upon the strong relationships and partnerships within Menomonie and the larger region, as well as the nation and the world, will be critical.

FUNDRAISING AND RESOURCE GENERATION

As with many public institutions, UW–Stout has experienced a decline in the tax-supported share of its operating budget. Therefore, the new chancellor will need to be a strong financial manager and strategist and have the ability to work skillfully, collaboratively, and effectively with state government to

• An understanding of the rapidly changing landscape of how higher education is delivered on campus and online through the use of technology and a vision for ensuring UW-Stout is at the forefront of those developments; • The ability to formulate, articulate and implement a compelling vision for UW-Stout’s future that is consistent with and expands on our current strategic vision and values; • The ability to articulate and promote the many ways that UW-Stout enhances the cultural, intellectual, and economic health of the people of Wisconsin; • Successful senior-level leadership of a complex organization, public or private, with prior leadership roles at a college or university strongly preferred; • A commitment to achieving the sustainability of UW- Stout’s finances, human resources, and environment; • An understanding of the challenges facing an emerging research institution in which dynamic faculty and staff are balancing priorities of strong teaching with an increasing research agenda; • The ability to make strategic and transparent decisions about resources in a challenging fiscal environment; • A deep understanding of and respect for academic values and the traditions of higher education, as well as the ability to grasp and manage the demands of the market and the new forces of technology that have an impact on all universities today;

PROCEDURE FOR CANDIDACY

The position will remain open until filled. However, only complete applications received by September 13, 2019, are assured full consideration. Nominations and expressions of interest will be treated in confidence; references will not be contacted without prior approval of the candidate. The university will not reveal the identities of applicants who request confidentiality in writing, except that the identities of those identified as final candidates. See Wis. Stat. § 19.36(7). Employment will require a criminal background check. It will also require applicants and references to answer questions regarding sexual violence and harassment.
